Put MSCOMM32.OCX in a form where you'll be used it. That way you can't have a trouble with licensing issues. If you didn't use it in a form, or use it in many forms you can subclass it in VCX.
VFP6? Don't know, may be with Setup wizzard you'll make a good instalation include MSCOMM32.OCX.
I remember when we used VFP6 we use install-us as a setup builder, and have no problems with instaled ActiveX conrols.
