Hi Bob,
Man it's hard to jump in the middle of this one. Anyway, I agree with you that three tier apps will cost more. Of course the costs you are talking about only apply if they are deployed that way.
What I mean is this. When you design your app you can design it in three tier fasion, business objects, external dll files etc. When you deploy it you can have all the components installed on one machine if you want. This giving you a simple one CD setup and everything appears to be a single application.
Then when you are ready or have a client that demands you 'scale up', you can then distrubite the pices to different machines, SQL Server, MTS, etc. And you don't have to do anything, it's ready.
Of course I would say that development and design costs will be higher, so you need to decide where this app is going in the future and if it is worth the extra up front costs.
