Congress effects more changes than any single President in most cases. Take the case of the addition of 'under God' to our pledge of allegiance. In 1954, Congress added the words after a campaign by the Knights of Columbus. The President signed off on it. Interestingly, it also originally contained only the words 'my flag' but was changed to 'the flag of the United States of America' in the 1920s.
