For *some* immigrants that's undoubtedly true. There are countless tales of people bringing their sick relatives over under "family reunification".
But I doubt the same for trained doctors or engineers or similar.
In fact I understand that many head to the U.S. or return home. Losing face by returning home must be a tough choice, but I hear more and more are making that choice.
