That is indeed true.

I may be unclear on the concept of banning ducks. Don't these guys fly? I know we get flocks of Canadian Geese. Is the USAF going to interdict illegal border crossing by Canadian Ducks? Are ducks going to have to fly South at night at very low level to avoid radar?

Kinda confused by all this.
