The problem of course is that when snowbirds go south, they fly with all their luggage etc, so the U.S. isn't about to ban that kind of spending power. Ducks, on the other hand aren't allowed on commercial airlines, so they have to fly under their own steam, which means they pretty much have to leave everything at home, including their wallets.
