I think the danger to the British and the French was more clear and present, but that's just a judgement call based on incomplete information, and also highlights the complexity of policy decisions.
Something I think most people jsut wipe under the table.

Again, policy wise, in my novice distinction, these decisions were guided more by intervention in an existing conflict than pre-empting a possible future threat.
