Although the ISG did find indications that Saddam remained
interested in reconstitution of the nuclear program after sanctions were lifted, it concluded that Iraq’s ability to reconstitute its program progressively decayed after 1991.

The ISG did conclude, however, that “Saddam never abandoned his intentions
to resume a CW effort when sanctions were lifted and conditions were judged
favorable,” and that Iraq’s post-1995 infrastructure improvements “would
have enhanced Iraq’s ability to produce CW” if it chose to do so.

Still say there was no evidence that Saddam was trying to get wmds?
