I've not worked with such a system. But I've seen the results when others have tried.

The screens are not very professional looking. And it's very easy to tell a screen designed with such a tool.

Why do you want to do such a thing. I've never found screen layout to be too time consuming. And clients are always going to change their mind as far as look and feel. What do you tell them?
