FWIW I have a similar situation - first report acts as Page 1 for an individual office number and second report acts as Page 2. Like a lazy programmer, I first implemented this scenario for my users as 2 big print jobs (all of Page 1's, then all Page 2's). Now we have a total of 300+ office numbers, so the users wined about the busy work of putting Page 1 and Page 2 together before shipping out. I justified my laziness because the users have to check each page anyway, I figured they might as well check them as they combine the two stacks into one.
Well they wined, I groaned, and then rewrote the deal in a FOR loop so that it printed each page for an office at a time. Rolled it out into production and the Network guy had a fit because the the Print Queue went ballistic and locked up network. Plus the users had fits over sitting there through endless Preview- To Print Prompts just to get one big stack that they still had to go through page-by-page to check anyway.

Morale of the story was "Restore From Backup and See I Told You So" (bg) One of those rare but beautiful moments where you get to justify good old programmer laziness.
