I think that is the central point to any discussion of WMD's in Iraq. He went to great lengths to convince the world that he still had them. Why? Perhaps he was playing to his own people, to erase the shame of the first Gulf War and keep them in line. Perhaps he was playing to the Arab street, as he did with his new-found support of Islam.

If he had been cooperative and honest in his dealings with the world, and we still elected to use WMD as an excuse to invade, then I'd say there was something wrong. But he wanted the world to believe, and we chose to call his bluff.
