Personaly I open registry with regedit (on my home computer) and wrote:
"MaxAllowedZone"=dword:00000001
under
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
and all goes fine.
