I would love to see this happen every year between the major conferences. Rank each team within their own conference 1 to whatever based on the previous seasons results, then pair up the #1s from 2 of the major conferences, #2 vs #2, etc. Do the same for the SEC, Pac 10, ACC, whatever. Since there are different numbers of teams in the conferences, you would have to limit it to the top 8 to 12 or so depending on the conferences being paired up that week.

Repeat this for each of the first 3 weeks of the new season just different conferences paired up each week. That would be your 3 non-conference games. Next best thing to a playoff system (including $$$ generated for the conferences). I would re-rank though if a match up repeated the same teams from a previous year's bowl game.
