Sorry, Jeff, but I have no experience with Citrix. On the other hand, I have a pretty good memory for oddball bugs and I can't recollect hearing of this one.
You say 'flipped a bit when copied over...'.
If you copy THAT exe from Citrix to a workstation and run it, does it act similarly as on Citrix?
