Seriously, as I work for a major financial institution we also have a strict dress code. It's purpose is actually to ensure that employees provide a professional appearance to the customers at all times and is enforced across the board for fairness. I adhere to that rule because it makes good business sense. I probably don't need to mention that I am not the only one who generally ignores the other two rules???? :o) Of course it helps that I work out of a satellite office and not in any of the main offices!
