Ok...I tried this really methodically.

This occurs when doing a preview.
REPORT FORM myreport PREVIEW

When the preview window is created, it then flashes the report design before displaying the report data.

It doesn't appear to make any difference if I have SET REPORTBEHAVIOR 80 or 90
