My guess is that you may have installed Visual Studio before IIS, and it needs to be registered. Try this:

Run: aspnet_regiis -i

You should find it in the 1.1 Framework directory
(usually something like c:\Windows\Microsoft.NET\Framework\v1.1.4322)
