InstallShield KB article "ERRDOC: Windows Installer Error 1334" at http://support.installshield.com/kb/view.asp?articleid=Q107312 gives some possible reasons for this error, besides the obvious one that the file is missing from the CAB. Perhaps it will help you figure out what's wrong.
