We have a no eating at the desk rule as well but I typically eat lunch at my desk so I can work while eating. When either rule is enforced (if and when), then I will not allow the company to phone me on my cell phone when out of the office (In fact, as far as they know I would not have one unless they provided it) and I will leave the office to eat for the prescribed amount of time everyday. I am a strong believer in personal responsibility and judgment. If the person is not capable of using discretion and good judgment, then they shouldn't be an employee expected to work independently and they should be working instead in the type of job where the employee clocks in/out and is under

"I typically eat lunch at my desk" - this is extremely bad habit. Venelina and all programmer do this. I have unsuccesful fight with them.
I posted a few orders that around computer is forbidden to drink and eat, because of possible damages. After that make a kitchen with all appliencies and tables hoping that they will start eat in more friendly enviroment. Talk with the boss of nearest restaurant for lunch discounts about our employees.
Nothing help they order pizza get knife and fork and eat talking and typing on keyboard. May be I have to send some photos. ;-)
Programmers are extremely unordinary people and if something is not as they like they do not work :-P
