White phosphor has been in military use for decades. It is used to illuminate battlefields at night or to set light to enemy targets. It is NOT banned under international law.
A Red Cross agreement of 1980 prohibits the use of white phosphor and other incendiary weapons against civilians or civilian targets. Washington has never ratified that agreement.

Perhaps a source from the Netherlands would be considered more reliable?
