It reuses a "low level" file name and the transfers data from another "low level" to the reused name. One problem is that it attempts to transfer data before checking to see if the file with the data is empty. IOW - it process the package, but only checks to see if there was anyting in it after it has been repackaged.

Its a system to write a file to a folder that a trigger or listener will watch for and do something with.
