No. Your problem is not different. I will try explain it.

Your form in formset has property ShowWindow=2 (As top level).
Your toolbar in formset has property ShowWindow=1 (In top level) (maybe)
But VFP create first formset, second is form, third is toolbar. Because at creating the toolbar is not your form active - active is Screen - the toolbar is created in screen.

What is code in buttons in your toolbar?
