It's the sort of visual thing you'd see on British comedy shows, or they would turn round and have no arses in their trousers, refering to the liberal and highly-sexual nature of NL. I remember back in the 80s, when long hair was more fashionable, that NL squaddies were allowed to keep theirs, and had to wear a hair-net under their helmets, when on exercise. Also the fact that in th NL army they could go on strike.
