In what state they have this rent control?
I've been living in the US for 24 years and never heard of such a rent control.

The reason I am asking because in my country of origin, Lebanon, they have such a rent control but they are changing it to US style lease system. For example, my parent rented a shop for 30 Lira in the seventy which was the going rate and by the mid-eighty, because of high inflation 30 Lira would not buy a piece of gum. Until now, some family still paying 200 Lira for a apartement where the going rate is $200. every $1 = 1507 Liras.
