I'm experiencing a similiar problem, in my setup project, I noticed the "Mere Mortals Framework Windows Forms 2005.dll", if I right-click on dependencies, it shows the Microsoft.VisualBasic version 2.0.0.1 with a warning.

Don't know what this means or if it helps,
