Conservative means doing the "right" thing. It means people take responsibility for themselves and their families. They work for what they get. They don't beg for help from the government or anyone else, unless they are REALLY in a fix. They help others who are, who can't help themselves. But, they expect the helped to start helping themselves at some point. Conservatives believe in measuring the outcome of a program, not the intent.

A classic liberal v conservative issue is the HOV lane. The liberals had a good intention: to reduce fuel consumption and therefore cut carbon dioxide emissions. The reality of this "program" is that it takes a perfectly good four lane highway and constrict all traffic (except a few) into three lanes, during the peak traffic time. Additionally, all during the day (when it would be okay to drive in the HOV lane) people avoid the lane just to be sure. So, the outcome is a bottleneck of traffic, which means more carbon dioxide emissions.

One of the biggest differences between conservativism and liberalism is outcome expectations v felling good about yourself because you "tried."
