I was talking on phone yesterday, and it appeared that we had to reactivate that. Basically, I was sending an attachment which was a simple .TXT file. The user is using Hotmail. So, Hotmail, by the configuration of IE, was starting the download automatically. So, as IE was set up to open .TXT file, it ended up in the browser.

I might be a bit late, but we were having the same problem with MS Word docs in IE. This is a working solution that we came across, and does not involve editing the registry directly. You manipulate the file association settings on the users machine, with the Windows Explorer.
