You are mixing your SELECT with your APPEND. Rather do something like:
SELECT rami4
APPEND FROM rami3 WHERE inList( upper(allt(sec_txt)), "ÞØÇÚ ÇäÙãÉ ÇáãÚáæãÇÊ")
