I disagree - the second word "agent" refers to one of potentially many job functions available at the organization named in the first word "CIA". Not all employees of an agency are defined as agents in the way one normally uses the word.

We do not speak of a Central Intelligence Director as this would refer to a Director who is directing central intelligence rather than a director of an organization called the Central Intelligence Agency.
