Review means, as it sounds, "to look at again" and as such does not imply any changes. When the Queen watches her guardsmen trooping past that is "reviewing the troops" (she certainly doesn't jump up and start straightening their bearskins)

So how about "Amend" or "Edit"?

Or maybe "Revise" was the operative word thought of
