Sergey. We have disable the antivirus on the workstation and the server. Still it works on the server and will not work on the workstation. I had the user remove the runtimes from the workstation, and then reinstall with the antivirus disabled. This did not change anything. I'm going to have him install on another workstationand see if the problem is workstation specific.
