No, it applies to the second part. Right-wing think tanks/NGOs are few and far between up here.

And if you want to use a word like "pander" bear in mind it applies just as much to left-wing as to right-wing groups. Plus, having a group funded by the government it's "analyzing" or "advising" - well, can you spell "conflict of interest"?
