Yes, I think that is a fair assessment of how President Bush, and his administration, feel about torture. It seems clear to me that President Bush would have asked for Vice President Cheney's resignation, had Vice President Cheney been twisting our legislator's arms to pass/change legislation that was against President Bush's wishes.
