Just like the chalk line around the corpse - which is never done in real life (or death). The ten code removal is quite fresh, I've heard about it just a few weeks ago, and you don't expect them to readjust all the previous stuff, 1984-style, like they do with cigarettes and ashtrays on historical photographs.

Sounds like a good reason to me. Even though the quality of sound nowadays is much better even on those tiny tin cans, there's quite a chance of being misheard when there's someone yelling, shooting or screaming nearby.
