The majority of developers may think in sets, but do users? I would argue that they don't. Perhaps it just shows my bias as a Fox guy. VFP gives the user easy access to the individual record. For a lot of users, that is ultimately what they want. Transactional processing is a row-by-row operation, IMHO. Take one record, make sure it's clean, store it to the DB, do any additional processing etc. That's just one scenario, but any time you have to cycle through a record set then you are moving from set-based processing to decision-based processing. The tools for one aren't necessarily the same as for the other, and I think a lot of developers don't realize this.
