You need to create a local version for each user in the system. We do it with a launcher
program... it creates a local directory for each user based on their login. Then the launcher starts the local copy of the exe in their own workspace.

Everyone actually runs the launcher... not the local exe. The launcher takes care of updating the local files, etc. When everything is correct, it runs the application exe.

Either of two conditions seem to exist. The app's menu is enabled, but clicking a menu item results in nothing. The other condition is that the second person "in" appears to get a normal startup but the app's menu is disabled.
