However, while producing prototypes and in handling small sites I'd like to be able to make things look presentable. I know there are a number of template sites, but would anyone have a recommendation on "design idea" sites or "navigation technique" sites or something of the sort. Maybe even just sites that have done a good job with clear layout and easy navigation. I find designing navigation on the web more difficult than designing it on the desktop, so I'm looking for ideas.

I recommend DNN (Dot Net Nuke) You can do some interop stuff with VFP and it is a free portal that looks professional.
