You will have to write your own custom preview container to do this. Unzip the files in the XSOURCE directory to see the source code used to create the new report writer preview container. You may modify it as you see fit.

IMHO ... it's a lot of work just to see the report scroll vertically. Don't fight the native behavior and just go with the flow.
