How will we measure success for these applications?

App Startup speed?
Screen Display Speed (for what number of simultaneous users)?
Development Time required?
Meeting the budget?
Meeting the schedule?
Ease of distribution or installation?
Support of platforms?
Support of database engines?
Ease of modifications by others (maintainability/extensibility)?
Availability of competant Programmers?

Perhaps we might provide grades for all of the above, with some sliding scale for the weight of each feature?

Of course, the results for many of these would greatly depend upon the skills, experience, techniques, tools and approach of each developer. I suspect any application developed (with the same dev environment) by different programmers will vary as much as any comparison between .NET and VFP - except perhaps ni the technical details. IOW - would such a contest be a comparison of dev environments, or just a comparison between developers?

Perhaps a better measure would be to look at products maintained in both environments and ask the developers the relative merits of each? The only one I can think of is Rick Strahl's Web Store... perhaps there are more...
