I thought it was nationwide, but here in North Carolina if you buy a gun from an individual you have to go down to the sheriff's department and register it - or transfer the registration as the case may be. Not that everyone does. If I'm the person SELLING the gun then I definitely want to transfer the registration because who knows what the buyer will do with the gun! I'd be more likely to destroy it or turn it in to the sheriff's department (you can do that here) than to sell it to anyone and take the responsibility of what he/she may do with it.
