OK, I think this is the crux of it. If the government makes narcotics legal (but controlled), if it then starts distributing them there won't be any legal consequences.

Hey, this could be just like lotto tickets - voluntary taxation! People buying legal narcotics could help pay off our national debt, or reduce my taxes, or both! Gotta love it ...
