In that case, the answer is probably no.

Our house is pretty well insulated. We have some large windows, but these are offset by a lot of shade. The house cools down pretty well but in the middle of the summer, the AC does run most of the day.

My mother's house is a one-story, a couple decades older than mine. It started out as a small three-bedroom with no AC (just window units), but has had two additions put on. Central AC was installed when I was a kid. Cooling that place isn't easy, and her electric bill is enormous, even though double-paned windows and additional insulation were installed.

There is probably a lot more that could be done to make houses more energy efficient, but it all depends on what the owner wants to spend, state and local building codes, etc.
