One method I have used in the past is to maintain a control table on the server with the database. This control table maintains the user id, table, record number, and date-time. When a user opens a table, an entry is placed into this control table; deleted when they close. This is also updated for record access as well. This allows easy tracking down if someone has opened and locked a record, but left their desk for an extended period.
