Hi Dan,
I heard this in a discussion of the problem (of Toronto gun killings increases) this morning while driving:
Someone will ask an adult (i.e. qualified to own a gun) to buy a gun and register it. The someone pays for the gun and other incidental overheads.
Then they tell the surrogate buyer that in 6 months they are to report the gun lost/stolen and at that time they get $1,000. for actually handing the gun to the 'someone' who started it all. This for handguns mainly, apparently.
The commentator, who seemd quite informed, thought that at least 50% of the illegal guns are obtained this way.
I just thought it was an interesting item for this discussion.
