If the billing_Detail table is the one that appears in the detail band ... make sure it is the selected cursor before running the report. Just make sure the relation is set so as the pointer in the billing_detail table is moved, the right record is in sync in the Pinkform table.

Also ... clear out the target alias expression. You don't need it in this case. It is meant for situations where you have multiple details bands and you need to tie each detail band to a different child table. This is not your case.
