But that is the problem. If you draw blood, it can only tell you that they have used canabis sometime during the previous 3 days. They may not still be under the influence or they may very well be. It is not conclusive. You cannot decisively say that someone is under the influence of canabis by a blood or urine test. How do you convict in Holland based on that?
