We've been talking about it for a good 10 years but nothing substantive has happened. Howard did expand health coverage for children and the poor, but nothing like universal health coverage.

Getting actual dollar amounts for health care costs for the state are tricky. The hospitals all report their revenues and expenditures but doctors don't. And, a lot of the hospitals reported revenues come from people in neighboring states and Canada. And there is a significant shift in revenues to New Hampshire's Dartmouth Hitchcock and a smaller shift to New York hospitals in the Albany area that don't get reported.
