I'd try it like this:
SELECT YourFieldList excluding rID, COUNT(rID) ;
FROM dbo.t_role_map ;
WHERE rID = 100 ;
GROUP BY YourFieldList excluding rID ;
ORDER BY uID ;
HAVING COUNT(rID) > 1
