http://www.vbschools.com/policies/3-64_1r.aspSince I have a daughter in one of these schools, she said these were in use only once, in Beach Middle, when she was in sixth grade. They were all about ten minutes late to class.
That school, IMO, is under a sports dictatorship. There halls were full of displayed items and pictures - all of them sport related. Not a single author's or scientist's picture on any of the walls, but medals, cups, team pictures everywhere. On each PTA meeting, they were trying to collect more money to buy something for the basketball, or something else. Also, their book of rules was incredible, and sometimes contradictory.
Luckily, she passed the exam to move into a so-called magnet school (for the gifted) and their rules are about three times less numerous. And I've never heard of them having any security concern. Their only problem is the school busses, because they have kids from all over the city, which covers about 18 by 20 km. And the limited parking space when there's an event that requires parents' presence, because very few of them live within walkable distance.
I figure there are a couple of schools where they do have a security problem - there were a few random murders where teenagers were either victims or killers in the last few months, mostly in non-European American neighborhoods, and the city schools are reacting the way they can, or know. And just like Jos said in the gun thread, it's just treating the symptoms, while being unable to even come closer to the causes.
