Thanks. But probably, you do not need "my" file. Try this:

1. create any file for testing; and make its name in your native language.

2. run the code to make sure the name is recognized

3. Go to Control Panel, Regional and Language Options, ADVANCED, check what is the “language to match the language version of the non-Unicode programs”. I guess, it is something like Bulgarian on your PC.
Set it to, say, English. You will be asked for rebooting the PC (if necessary files are not installed, then you will need to insert Windows installation CD). Reboot PC

4. run the code, I doubt it will work after #3 is done.

Looks like, even I know the original language, I need to change the advanced settings as above in #3, user should have administrative rights, and PC needs to restart. No flexible solution so far....

Still, Windows Explorer allows to copy/rename manually without any additional settings/restart; it is strange that to do it in the code, one need to make new settings and restart.
